Found while documenting: dev endpoints terminate, log and problems aren't loopback-restricted #83

In NGDevelopmentPlugin, only /ng/dev/eval checks NGDevLoopback.isLoopback. /ng/dev/terminate, /ng/dev/log and /ng/dev/problems answer any client.

Development mode only, but a dev app bound to all interfaces (the default) can be stopped, or have its console log read, by anyone on the network. Suggest the same loopback check.
