fs_storage_path_prefix excluded in the migration on postgresql, but added via db:add-missing-indices

@icewind1991

Did a fresh installation on PostgreSQL 16 and was greeted with:

Migration:

server/core/Migrations/Version13000Date20170718121200.php

Lines 241 to 243 in 025a784

           if (!$schema->getDatabasePlatform() instanceof PostgreSQL94Platform) {

           	$table->addIndex(['storage', 'path'], 'fs_storage_path_prefix', [], ['lengths' => [null, 64]]);

           }

Add missing index:

server/core/Application.php

Lines 93 to 98 in 025a784

           $event->addMissingIndex(

           	'filecache',

           	'fs_storage_path_prefix',

           	['storage', 'path'],

           	['lengths' => [null, 64]]

           );

The initial version had the check for pqsql: add a prefix index to filecache.path, attempt 2 #28541
It got lost in a bigger refactoring: Typed events for db:add-missing-… #39487

@icewind1991 what would you recommend, is there something to do?
