Starts hackbot's perf-triage agent, hourly, on bugs waiting for a Performance Impact rating: cf_performance_impact set to ?, or a bug moved into Core :: Performance: General, within the last day. The agent rates the bug with the Performance Impact Calculator and comments; on an unrated bug it also sets the field.

Depends on mozilla/bugbug#7349, which adds the agent.

  • Like frontend_triage, the rule makes no Bugzilla writes of its own. It skips bugs filed by bots and bugs hackbot has already commented on. max_triggers (5) caps the runs per invocation.
  • Each run is started with dedupe_key=perf-triage:<bug>, so a bug that outlives the cache, or is reset to ? after the agent rated it, isn't rated twice. trigger_agent_run in hackbot_utils.py gains an optional dedupe_key for this.
  • --backlog drops the one-day window, for clearing the existing queue when the rule is first enabled. It is still capped per invocation.

Tested with tests/rules/test_perf_triage.py (14 tests) and a dry run against live Bugzilla.

Checklist

  • Type annotations added to new functions
  • Docs added to functions touched in main classes
  • Dry-run produced the expected results

…s perf-triage agent

A bug qualifies when its Performance Impact was set to `?` within the lookup
window (any product), or it was filed into or moved to Core :: Performance:
General. Bots and bugs hackbot already commented on are skipped, and each run
carries a per-bug dedupe key so the agent rates a bug at most once.

trigger_agent_run gains an optional dedupe_key for that.
