Repository conventions, ahead of 2.2.1.

  • CONTRIBUTING.md: build and test, branch names (feat/, fix/, perf/, docs/, ci/, release/X.Y.Z, ...), commit subjects (area: what changes), merge methods, the release steps.
  • .github/PULL_REQUEST_TEMPLATE.md, .github/CODEOWNERS.
  • .gitattributes: binaries marked binary; third_party/ vendored and the test data generated, for GitHub's language statistics. The index is already LF everywhere, so nothing is renormalized.
  • .mailmap: one name for the maintainer's two author identities.
  • Build trees move from build-<preset> to build/<preset>: CMakePresets.json, build.yml (install, package checks, AC17, artifact paths) and the docs. CI on this PR exercises every changed path in build.yml.

…ld/<preset>

CONTRIBUTING.md: build and test, branch names, the `area: summary` commit subject,
the merge methods and the release steps. .gitattributes marks binaries and the
vendored and generated trees (GitHub's language bar stops counting CUTLASS).
.mailmap joins the two author names. The presets, build.yml and the docs put build
trees under build/<preset> instead of one build-<preset> folder each.
