Did you install the development build of the of the Extension from here ?

Looking at your logs, VS Code seems to be attempting to upgrade your 2018.2.0 version once again.

Possibly a timing issue in VS Code, either way this is a VS Code bug, not an issue of the extension.
Please quit VS Code entirely (ensure all instances of VS Code are closed), restart and uninstall the python extension and reinstall it.

    Looks like file locked permission

    No.

Restarted VSCode, uninstalled 2018.1.0 of the Python extension. Restarted VSCode, and then tried to install the latest 2018.2.0 of the extension with the exact same error as before. So I ended up with VSCode installed with no Python extension.

I tried running VSCode explicitly as an Administrator to get the extension to install, but that did not work either.

To get around this installation issue, I unzipped the VSIX and manually copied over the extension files into C:\Users\user\.vscode-insiders\extensions\ms-python.python-2018.2.0. So now I have the latest version of the extension installed.
