Support templates for new files. #1161

Within Python projects many files could be started from a relevant template. The extension could facilitate that. It could even offer a list of templates to choose from based on the kind of project you're already working on (e.g. based on the project template you used to create the project). The UI would offer the list of available templates. Then for the selected template it would prompt for relevant fields to apply to the template. Ultimately, templates could be drawn from a central clearinghouse (e.g. marketplace) and/or from GH, etc.
