  • I need to confirm on Windows that this doesn't inhibit anything.
  • Found that Start-BitsTransfer is unavailable on macOS. Most likely need to convert to using WebClient when Bits doesn't exist.

Verified on Windows 10 in PowerShell Core 6 and Windows PowerShell.

Merged in latest from Microsoft/unitysetup.powershell to verify WebClient will work with macOS.
