Summary

microsoft/scope#1406 intentionally simplified the root README by moving setup and development guidance to the official documentation website. That refactor also removed the explicit GITHUB_TOKEN="$(gh auth token)" pnpm docker:dev:copilot startup instruction.

AI agents have since repeatedly started the Docker Compose development stack without injecting the GitHub token. This PR restores that operational requirement in AGENTS.md, where agent-specific instructions belong, rather than reversing #1406's README simplification. It also restores concise guardrails for Docker host isolation, environment-file ownership, and dependency notices.
