…e base The knowledge base was published as v3.15, while decision-rules.md and SKILL.md still declared v3.14. The skill stops at startup when those versions disagree, so it returned no recommendation. Fixes microsoft#82. Fixes #82. The knowledge base was published as v3.15 while the rules and the skill still declared v3.14. The skill stops at startup when those disagree, so it returned no recommendation.

node scripts/validate-distribution.mjspasses.v3.14stamp remains inrecommend-migration-path, apart from the dated "claims were checked on 2026-09-15" note and the knowledge base changelog.Publication impact
The canonical source is not updated by this PR, so the next publication needs the same stamps or it will reintroduce the mismatch.
