Motivation & Context

Align code ownership with the current maintainer roster so review requests reach the intended owners, and add Darren Cohen (@dargilco) to selected code paths.

Description & Review Guide

  • What are the major changes? Remove Evan Mattson (@moonbox3), Tao Chen (@TaoChenOSU), Giles Odigwe (@giles17), and Peter Ibekwe (@peibekwe) from all ownership rules where they appear. Add Darren Cohen (@dargilco) to the default rule, /python/, and /skills/agent-framework-builder-python/. Keep the remaining owner assignments, path patterns, and rule ordering unchanged.
  • What is the impact of these changes? GitHub code-owner review routing reflects the updated maintainer roster. Darren Cohen (@dargilco) is not added to the /dotnet/ rule, which continues to override the default rule for that tree. No application code or public APIs change. git diff --check passed, and a PowerShell check of all four ownership rules passed, confirming valid owner tokens and membership in the supplied allowlist. Builds and unit tests were not run because this change only updates CODEOWNERS metadata.
  • What do you want reviewers to focus on? Confirm the resulting owner assignments and the intended scope of Darren Cohen (@dargilco)'s ownership.

Remove outdated owner assignments and add @dargilco to the default, Python, and public Python consumer skill rules.
