Sync released ScriptDOM 180.140.0 changes and add release notes.

• Add Fabric DW AI ON ERROR support and join/query hints.
• Fix quoted WINDOW references, GROUP BY ALL source ranges,
  and U+FFFF lexer handling.
• Fix preserved comment ordering and column alias style.
• Include previously missed released ROLLBACK transaction-priority
  parsing and APPLY/CROSS JOIN newline formatting.
• Add regression tests and update baselines.

Validation

• Full net8.0 suite: 1,176 passed; 0 failed or skipped.
• New commits and changed-file snapshots audited for private references.
• Internal build configuration, feeds, signing, pipelines,
  and automation excluded.
