Update native debugging docs for React Native DevTools

Updates the "Debugging Native Apps" page for refguide and refguide10.

• Removes the Chrome remote debugging steps ("Enable Remote js Debugging" and localhost:8083/debugger-ui), which no longer exist in the Make It Native app.
• Documents Open DevTools: it works in a custom developer app built with a debug configuration (devDebug), where you can inspect the app and set breakpoints in its JavaScript files.
• Adds a warning that Open DevTools does not open React Native DevTools in the Make It Native app, because React Native does not include its debugger in release builds.
• Removes the outdated react-devtools@^3 version pins. The unpinned npx react-devtools command was tested with the Make It Native app on Studio Pro 10.24, 11.6 and 11.12.
• Fixes a stray backtick, a typo, and the React Native documentation link text.

refguide9 is unchanged because it covers React Native versions that still support the old flow.
