It looks to me like its trying to place the basalt in its default state but that requires placing it on the top of another block, or on the bottom of the block above which its unable to see. This results in it pausing. I'd remove basalt from your disposables in the inventory config so its forced to use netherrack. I supposed we could attempt to fix this by having some flag for ignoring place state but im not sure.
