BLFReader and BLFWriter should have a timezone optional argument #2010
BLFReader and BLFWriter changed the default timezone from local timezone to utc, cause different behavior between different version.
Suggest to add timezone optional argument to give a better flexible to parse or build blf file
Actually CANOE is writing the timestamps in local time. so this broke compatibility with vector. albeit using localtime without timezone information is broken per se already.
Adding a tz parameter to BLFReader/BLFWriter might be the best option.
(Is there a way to let CANOE write blfs in utc time instead of local time? )
