PR's are failing the "Kokoro Instance" presubmit with messages like Test Cases may be incomplete; some actions had XML processing errors. (No test.xml; action contains empty test suite.)

    Closing as obsolete. Both kokoro and GHA presubmits were green on the last PR that was merged. #303
