In the Bigtable test proxy (CbtTestProxy), readRow and readModifyWriteRow
previously logged when BigtableDataClient returned null for a missing or
filtered-out row and called responseObserver.onCompleted() without first
calling responseObserver.onNext(...). Because ReadRow and
ReadModifyWriteRow are unary gRPC methods returning RowResult, completing
the ServerCallStreamObserver without sending a response message causes
gRPC to cancel the call (RST_STREAM / CANCELLED) rather than completing
successfully with an empty row.

Per test_proxy.proto, the result row may not be present in RowResult when
a row is not found. Emit a RowResult with a default OK google.rpc.Status
and an unset row field before calling responseObserver.onCompleted(), and
add unit tests in CbtTestProxyTest covering found and missing rows.
