refactor!: meta_cli reads only .meta.yaml - #47

meta discovers its config only as .meta.yaml (and, until Matt confirms its removal, .meta.yml). The .meta and .meta.json names, the JSON parse path and ConfigFormat are gone: every config is parsed as YAML, which reads JSON content too. A folder with only .meta or .meta.json is not a workspace. BREAKING CHANGE: rename a .meta or .meta.json config to .meta.yaml (same content). [[tasks/harmony-2878]]
Matt approved dropping .meta and .meta.json; .meta.yml was not in his note, so it goes in its own commit to keep or drop. With one name a folder can no longer hold two configs, so the "Multiple meta config files" error and its tests go too. BREAKING CHANGE: rename a .meta.yml config to .meta.yaml. [[tasks/harmony-2878]]
