Read-only editors for action.yml shows problems as if it were a workflow #618

Describe the bug
Some diffs (but not all!) show a load of false positive Problems for action.yml treating it as if it were a workflow YAML file.
Possibly this only affects read-only diffs.
To Reproduce
Steps to reproduce the behavior:
- Open a read-only diff of an
action.ymlfile
Expected behavior
action.yml should be correctly identified as an action not a workflow, in diff views

Looks like this affects any read-only editor, not just diffs

I think this is an upstream issue in actions/languageservices. I'm yet to pinpoint exactly how, but I suspect
detectDocumentTypeis being called with a git URI (git://...) for the diff. That URI doesn't match the "action" document type, so it returns "unknown", and then this code falls back to treating the file as a workflow instead of an action.
