[FEATURE] Add a new rpc endpoint for GetTxs #13

We would like to explore adding a new RPC end point that gets txs from the mempool in order but limited to the max size of what can included in a blob in celestia, 1.98 mb. Currently we query Txpool, which returns all the transactions within the txpool. This isnt what we want and it is a large overhead if the txpool is large.

We should utilise RPCAddons to add a new rpc endpoint then update the call in execution/evm with in rollkit.

Im not sure if there are alternative.
