Ubuntu 26.04 (the new ubuntu-latest) removed apt-key, which breaks the Docker installation steps. Pin runs-on only; the matrix values stay ubuntu-latest so the check names are unchanged. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>
