high integrity applications must be modified via `lisa-elf-enabler` to be recognized as such. Until now the SDK provides now way to achieve that using bazel.

🔵 Needs a closer look
The SDK-dependent transformation of high-integrity executables needs a confirmed integration run before approval.

What changed in this PR
Adds an SDK-bound elf_enabler() Bazel rule so EBcLfSA applications can receive the ELF metadata required for high-integrity recognition.
Changes:
- Generates an ELF-enabler entry point bound to each EBcLfSA toolchain’s SDK.
- Copies and post-processes executables without modifying the original output.
- Adds host-side integration checks, CI execution, and usage documentation.
