Description

Clarifies the relationship between approval-required outcomes and regular permit statements in the MCP policy reference.

The existing wording suggests that an approval-required outcome is a separate decision that takes precedence over a normal permit. However, approval-required behavior is applied to a permit through the @requireApproval annotation.

This change:

  • Rewrites the approval annotation explanation to clarify that a matching permit with @requireApproval returns an approval-required outcome instead of immediately allowing the request.
  • Explains that the annotation string is displayed as the MCP elicitation reason.
  • Clarifies that a matching forbid denies the request without elicitation.
  • Preserves the surrounding documentation and existing policy examples.
