Explain how v3 kit port families select IPv4, IPv6, or dual-stack publication, including the IPv4 default and composition across kits. Clarify cloud IPv4 TCP support and the experimental Runtime backend’s IPv4-only restrictions so authors and users can choose supported port settings.

Validation: formatting, scoped Markdown lint, and Vale pass for all three changed pages. Runtime examples were reviewed against source and tests but not executed because sbx was unavailable.

Kit port guidance omitted the IPv4 default and backend address-family restrictions. Explain v3 family selection and composition, and qualify environment-file and CLI publication guidance for the experimental Runtime backend.
