Adds blastradius, an open-source (MIT) read-only CLI that answers "where did this bad thing land in our org?" for packages, language runtimes (e.g. PHP/Node fix lines), CA certificates in trust stores, and secrets (with a rotation check). It covers repos, CI runs, caches, container images (deleted layers included) and laptops.
