Add a plain-language section to the Locations page answering why Datum ties Regions and AZs to real cities instead of an abstract global zone, so customers understand the latency, sovereignty, and choice implications without needing engineering background.

The handbook's country-code rationale (avoiding continent vs. country confusion, e.g. North America vs. US) was being dropped entirely once the handbook trim in datum-cloud/datum.net#1727 lands. Fold a customer-phrased version into the naming convention section here so it isn't lost.
