Observation Form/Form details/Base language #986

### Describe the issue

In the language selection dropdown/menu, the list of languages is not ordered alphabetically (A to Z). This makes it harder for users to quickly find their preferred language.

### Steps to reproduce

1. Go to the Observation forms
2. Create form
3. Click Begin new form
4. Select from "Form type"
5. Fill "Form code"
6. Fill "Form name"
7. Select "Base language"

### Expected behavior

The languages in the selector list should be sorted alphabetically based on the language name.
