From the agent-tools review (pre-existing, shipped in #24): the auto-PATH write in scripts/install.ps1 reads the user Path with GetEnvironmentVariable (expands %VAR% entries) and writes the expanded string back, flattening REG_EXPAND_SZ entries like %USERPROFILE%\bin. When no user Path exists it also writes a dangling semicolon. Read/write the raw registry value (DoNotExpandEnvironmentNames) and handle the empty case.
