Run Oxlint after Prettier for Mosaic files.

The existing TypeScript glob also matches these files. lint-staged runs the two glob tasks concurrently, so Oxlint can read a file while Prettier rewrites it. This can cause intermittent lint failures or let Oxlint check different contents from those committed. (raw.githubusercontent.com)

Exclude Mosaic files from the general Prettier glob, then run Prettier and Oxlint sequentially in the Mosaic rule.

Review comment at @.lintstagedrc.json at line 4:
Update the lint-staged configuration so the general Prettier glob excludes
Mosaic files, then configure the Mosaic TypeScript glob to run Prettier before
Oxlint sequentially. Preserve the existing Oxlint command and ensure Mosaic
files are formatted before linting.
