fix(mosaic): keep focus on inputs while edit dialogs submit - #10618
While a save was pending, five Mosaic inputs became natively disabled, so keyboard focus dropped to <body>. This affected the organization name and slug dialogs, rename passkey, the add authenticator code field and the invite members email field. They now use Field.Root focusableWhenDisabled: the input stays focused, read-only and aria-disabled, as the API key dialog already does since #10246.
The invite email field is shared with create-organization's invite step, so it keeps focus there too.
TagInput didn't support this. The primitive gets an opt-in focusableWhenDisabled option, and the Mosaic TagInput reads it from Field.
readOnly doesn't stop the TagInput's own paste and blur handlers, so while disabled they no longer add tags. Half-typed text stays in the input.
The TagInput text input shows a not-allowed cursor while read-only, matching the old disabled cursor.

Tag inputs now support remaining focused while disabled by becoming read-only and receiving aria-disabled. Disabled tag inputs block commits and paste handling. Organization and user profile fields opt into this behavior during pending submissions, and tests cover focus retention and the outcomes after requests complete.
Tag-input focus can still be lost during submission, and consumers may re-enable editing on disabled inputs. These are bounded issues but should be fixed or consciously accepted.
