refactor(mosaic): replace workspace naming with organization

Description

Mosaic now uses organization naming everywhere it used to say "workspace" for an organization, matching the legacy OrganizationSwitcher and UserButton.

• The userButton.workspaces.* localization keys are now userButton.organizations.*.
• In the user-button view, ActiveWorkspace / leadWorkspace / workspaceOrganization are now LeadSelection / leadSelection / leadOrganization. The lead can be an organization, the account, or no selection, so it's named after the existing layout.lead concept.
• Test names, fixtures, swingset stories, and docs copy now say organization, or personal account where they meant the personal workspace.

"Google Workspace" stays, since it's a product name. The organization-profile and user-profile renames are in #10069 and #10070.
