Adds the package_installed and package_uninstalled events to when bodies. Each watches one package by name, any version or architecture, and fires once when it starts or stops being installed. The packages are listed with a package module: the one of the optional package_module attribute, or else the default one of body common control.

Package modules can only list all packages, which can take a while. So each module gets its own listing thread, which lists every 10 s, shared by all its watchers. Checks only read the latest listing, and never run the module. So a change is seen up to about 10 s late.
