test: census rows may overstate coverage #956

tests/fixtures/ts-case-map.json: reported that a_restricted_count_needs_a_scoped_authors_filter sends only an unauthenticated, unscoped COUNT, so the cases mapped to it count as carried without the inputs that would exercise them. The same is alleged of some AUTH mappings.

Unverified — this needs reading the test, not the fixture.

Fix: add the missing inputs and assertions, or remap the cases.
