[Admin Console] NIP-66 v2: advanced probes, enriched 30166, mirror targets. #794

Goal

Extend probing and NIP-66 publish so operators get richer, accurate telemetry and peer coverage, still from the relay’s own network vantage (not a substitute for external monitors).

Scope

Probes

• rtt-read and rtt-write probes (today: WS open RTT only).
• NIP-42 auth detection where applicable on probe targets.
• Probe peer relays from mirroring.static[] (in addition to nip66.targets / default info.relay_url).

NIP-66 events (kind 30166)

• Enrich tags: rtt-read, rtt-write, N, R, k, optional NIP-52 g (per NIP-66 - issue [Admin Console]: Relay operations v2 (history, diagnostics, advanced NIP-66) #688).
• Keep monitor identity/location honest in published data (self-hosted monitor, not authoritative for the whole network).
