[Admin Console] : Add OpenTelemetry metrics foundation with Prometheus export #652
Description
Add OpenTelemetry metrics bootstrap in Nostream and export via OTLP to an OTEL Collector sidecar scraped by Prometheus. Will define base relay metrics (events accepted/rejected, WS connections, CPU/memory).
No handler wiring, SSE endpoint, or UI in this PR, foundation only.
Part of admin console Phase 2 after Phase 1 (#641).
