[BUG] Inconsistent pubkey whitelist matching in invoice fee calculation #512

Describe the bug
whitelist.pubkey matching is currently implemented using prefix-based logic. This inconsistency allow unrelated pubkeys as whitelisted if they share the same prefix. However. the intended behavior is to use exact pubkey matching.

Expected behavior
The whitelist should consistently use exact matching . A pubkey should only be considered whitelisted if it matches an entry in settings exactly.
