When Python Scripts are added to the toolbar they seem to get added with a Tooltip of "Python Script 1", "Python Script 2" etc, would it be possible to change the Tooltip to the script name as it appears correctly in the menu,

    See https://github.com/notepad-plus-plus/notepad-plus-plus/blob/a99fa9ae50014a281d9eb1fe6622c02b1f7cdf29/PowerEditor/src/NppNotification.cpp#L881, but as the icons are separated from the menu items the automatic adding of the tooltip based on the menu item name is not working. Maybe it is possible to hijack the notification handling of TTN_GETDISPINFO by the plugin itself.
