I have the same error.
Running on MacOS Catalina
(snap) ➜ jpy git:(master) python setup.py bdist_wheel

TypeError: 'encoding' is an invalid keyword argument for this function

For me the reason this error popped up was because I was using python2.7, maybe check that you are using the correct version?
