android_local_test: per-test uncompressed deploy jar greatly increases output size #573

Since c4c120e, every android_local_test builds an uncompressed _deploy.jar and adds it to its runfiles. This increased the output size produced by the test rule (example from our repo: it went from 20MB to almost 600MB).
