Maintenance: Optimize CI execution #8534
Description
Why is this needed?
We need to reduce CI execution time and avoid duplicated work.
Which area does this relate to?
Automation, Tests, Static typing
Solution
Run runtime-independent checks once, remove duplicated checks, and improve dependency caching. Cancel outdated PR runs when new commits are pushed.
Keep tests, dependency validation, and version-sensitive type checks across Python 3.10–3.14, preserving the existing Lambda E2E coverage.
