Maintenance: Fix ruff lint issues in event_handler module #8088

Why is this needed?
Fix new ruff lint violations in aws_lambda_powertools/event_handler/ after the target bump.
Mostly Optional[X] to X | None and List[X] to list[X] changes.

Hi @leandrodamascena,
I have raised a PR to fix the ruff lint violations: #8208
Fixed Optional[X] → X | None, List[X] → list[X], Dict[X,Y] → dict[X,Y], Set[X] → set[X] across all affected files in event_handler/ including openapi/models.py, swagger_ui/oauth2.py, graphql_appsync/base.py, and updated docstrings in appsync.py, util.py, and _registry.py.
Happy to iterate if anything needs to be modified.
