Add read-only Test Intelligence commands so developers and coding agents can
inspect recorded test evidence without reconstructing it from job logs.

  • avr tests list: one page of test histories, with retained names when present.
  • avr tests history TEST --configuration DIGEST: recorded outcomes for that
    test and configuration.
  • avr tests view TEST --capture CAPTURE: the exact recorded failure detail.
  • avr tests captures and status: delivery evidence and collection settings.

--json '*' preserves repository and organization context, status, partial
results and pagination. A missing or expired result is never replaced with a
newer capture. Every command makes a bounded read; failures do not look like
empty successful results. Server permissions and feature availability apply.

This is the initial read-only CLI slice. It does not add collection controls,
job/run comparison, repository-wide search or duration rankings. Those can
build on the same commands as their API contracts become available. No tests
are rerun and no collection setting changes. No release is included here.

Validation: lint/type checks, all 1,399 unit tests, generated documentation
check and independent source review passed. The transport tests cover scope,
cursors, exact capture selection, API refusal, missing data and terminal
escaping. Live-account acceptance remains to be done before release.

CI status: functional, documentation and lint checks pass. The dependency scan
is blocked by existing certifi 2026.4.22, not a new dependency in this PR.
GHSA-6q48-6c7w-9gw2
is fixed in 2026.10.19. That release becomes eligible under the repository's
three-day dependency gate on October 23 at 02:24:17 UTC. The lockfile is
unchanged pending that age or explicit approval of the security exception.

The vulnerability scan fails on certifi 2026.4.22 (GHSA-6q48-6c7w-9gw2,
critical). The 2026.10.19 release was published on 2026-10-20, so it clears
the three-day age gate. Lockfile only; the manifest is unchanged.
