ADFA-6769: Keep a running plugin instead of loading it a second time - #2199
loadPlugin keeps a plugin that is already loaded. Installing any plugin reloads the whole plugin directory, which started and activated a second instance of every running plugin. AI Core's second instance published a fresh LLM router, so backends registered with the first one showed as "Backend not installed".
No unit test: PluginManager needs a real .cgp. Checked on an emulator before and after the fix.

Keep the running plugin instance when loadPlugin encounters a manifest ID that is already loaded. This prevents installation-triggered directory reloads from initializing and activating a duplicate instance.
Risk: the updated plugin file is not loaded when its ID matches a running plugin. The running instance remains active until another lifecycle action reloads it.
Tests: no unit test was added. Emulator checks are reported in the PR objectives; no independent test results were provided.
loadPlugin now checks whether the manifest ID belongs to a loaded plugin. If it does, the method logs that it will keep the running instance and returns that plugin successfully. Otherwise, loading continues as before.
loadPlugin returns the loaded plugin when its ID matches the manifest ID. This check occurs before security validation. If no plugin matches, loading continues as before.
The fix keeps an already-loaded plugin during the install-time reload. Overlapping startup and install loads can still create duplicate plugin instances, which may leave backends showing "Backend not installed". Add per-plugin synchronization before merging, or explicitly accept the remaining race.

Serialize loading for each plugin ID.
loadPlugins() runs on Dispatchers.IO and starts parallel load jobs. Startup and installation can invoke it concurrently without a shared loading lock. Two calls can both pass the loadedPlugins[manifest.id] check, then initialize, publish, and activate separate instances.
Protect the per-plugin check through initialization, publication, and activation with per-plugin synchronization.
