Backport of r1938821 from trunk (GitHub #788).

RFC 9113, Section 8.3.1 allows ':path: *' for OPTIONS requests (the asterisk-form). h2_stream_end_headers() rejects any ':path' not starting with '/', so 'OPTIONS *' over HTTP/2 gets a 400.

The code change, the test (test_203_rfc9113.py) and the changes-entries file are the same as in trunk.

Tested locally: test_203_rfc9113.py passes, no new failures in the http2, core and http1 suites, and mod_http2 builds cleanly with --enable-maintainer-mode and -Werror.

As usual for 2.4.x, this needs a STATUS proposal and votes before merge.

RFC 9113, Section 8.3.1 allows ':path: *' for OPTIONS requests (the
asterisk-form). h2_stream_end_headers() rejects any ':path' not
starting with '/' as malformed, so 'OPTIONS *' over HTTP/2 gets a 400.
