Adds a top-level SECURITY.md so GitHub shows a security policy for the repository. It covers:

SECURITY.md carries the standard ASF license header, so tools/rat-check.sh passes without an exclusion.

Describes how to report a vulnerability privately, the supported-versions
policy, where published vulnerabilities are listed, and the security model
for deserialization and the other APIs. Excluded from the RAT audit like the
other top-level documentation files.
