Add support for FFI_TableProviderFactory #1393

As a user I want to be able to extend datafusion-python with third party libraries. This support exists for many things such as table providers, user defined functions, and others. This issue is to expose the new FFI_TableProviderFactory in datafusion-ffi.

Describe the solution you'd like
Add support to SessionConfig to add TableProviderFactory support. Once registered it should allow for ctx.sql("CREATE EXTERNAL TABLE ...").

Additional context

This is needed to allow third party libraries to expose CREATE EXTERNAL TABLE DDL support.
