csv-parser-009.1.ddl.sqlpp was read as a second step 1 of csv-parser-001, so whether it ran before the DDL creating its dataverse depended on directory listing order, and its expected result was never compared. These workflows are based on the Jenkins job XMLs, they should run all of the same Maven goals and profiles that we do today in Jenkins. They are specifically crafted to follow the ASF Infra guidance on how many jobs can be run in parallel, and also to run within the time limits allotted to each kind of runner. This commit also adds Dependabot configurations for AsterixDB, which are required for all repos that use GitHub actions. It doesn't actually have to be Dependabot, but that is the easiest thing.
