[Java] Updating ValidateVectorBufferVisitor to support StringView #84

Describe the enhancement requested

As discussed in the non-goals sections of the issue apache/arrow#41730;

ValidateVectorBufferVisitor needs to update to the updated new TypeLayout API, but it also requires some concrete work in updating corresponding test cases.
