📝 Walkthrough

This change adds guidance and a read-only audit tool for reviewing GitHub-hosted runner images across PyPI packages and their GitHub repositories. The tool checks official runner evidence, inventories workflow selectors, and produces a JSON report. Tests and a dedicated workflow validate the tool.

Changes: Runner image maintenance audit

Layer / File(s) Summary
Audit and compatibility guidance
.agents/skills/github-runner-image-maintenance/SKILL.md, .agents/skills/github-runner-image-maintenance/references/runner-sources.md, .github/actionlint.yaml
The skill and reference document specify package eligibility, runner evidence, workflow compatibility checks, validation, and draft-PR reporting. The actionlint configuration allows ubuntu-26.04 for validation while its catalog is incomplete.
Catalog parsing and workflow inventory
.agents/skills/github-runner-image-maintenance/scripts/audit.py, .agents/skills/github-runner-image-maintenance/tests/fixtures/*, .agents/skills/github-runner-image-maintenance/tests/test_audit.py
The script parses runner catalogs, classifies labels, expands bounded literal matrices, and inventories workflow runner selectors. Fixtures and tests cover catalog parsing, label classification, and workflow cases.
Package discovery and runner evidence
.agents/skills/github-runner-image-maintenance/scripts/audit.py, .agents/skills/github-runner-image-maintenance/tests/test_audit.py
Read-only clients retrieve PyPI and GitHub data. Package discovery verifies repository mappings, and official runner evidence associates catalog labels with announcements. Tests cover discovery, transport, and announcement handling.
Repository audit and report
.agents/skills/github-runner-image-maintenance/scripts/audit.py, .agents/skills/github-runner-image-maintenance/tests/test_audit.py, .github/workflows/runner-skill-tests.yml
The script audits workflow files at default-branch commits and reports findings, completeness, and errors as JSON. CLI tests cover report output and failure paths. The workflow runs the skill tests on Ubuntu 26.04 and macOS 26.

The test workflow could run changed action code if a tag is retargeted, but its access is read-only. Pinning both actions to commit SHAs would reduce this bounded CI supply-chain risk.

Pin both actions to full commit SHAs.

actions/checkout@v7.0.1 and actions/setup-python@v7.0.0 use tags. A retargeted tag can change the code that this workflow runs without a workflow edit. Pin each action to its reviewed 40-character commit SHA. As per retrieved learnings, third-party actions should use full commit SHAs rather than mutable tags. (github.com)
