Move the linux and OS X builds over to CircleCI#467

It appears that Travis limits to 5 jobs per organisation.

Since we are under the same organisation as Theano, this leads to Theano/Theano stealing all our jobs and taking forever to run and our PRs are starving for attention.

Moving over to a different CI should alleviate the problem.

    We moved the linux build, but not the mac one.
