🎯 What: Extracted file system capability checks into a helper function check_fs_capability in stdlib/src/compress.rs.
💡 Why: Reduces code duplication and improves maintainability of the registration flow by decluttering it from repeated capability checking logic across all compression utilities (zip, unzip, tar, untar, gzip, gunzip).
✅ Verification: Verified changes through manual code inspection and ran the test suite via cargo test --workspace --all-targets. Pre-existing unrelated errors are ignored.
✨ Result: Simplified standard library capabilities checks across compression utilities, improving overall code health.

Extracted the duplicated file system capability checking logic into a reusable `check_fs_capability` helper function within `stdlib/src/compress.rs` to improve readability and maintainability.
